The national manufacturing single champion certification is a list of high-quality manufacturing enterprises (products) that are evaluated and reviewed every three years by the General Office of the Ministry of Industry and Information Technology and the China Federation of Industrial Economics. The certification refers to enterprises (products) that focus on certain segments of the manufacturing industry, adhere to professional development, global market share, strong innovation capabilities, and high quality and efficiency, representing the highest level of development and the strongest market strength in the global manufacturing segment.

The certification is a special action carried out by the state to implement the "made in China 2025", guide manufacturing enterprises to focus on innovation and quality improvement, enhance the international competitiveness of China's manufacturing industry, and promote China's industry as a whole to move towards the middle and high end of the global value chain. The certification has various policy support and preferential treatment for the selected enterprises (products), including tax relief, financial loans, scientific and technological innovation, brand building, market development and so on.

According to the "Guiding Opinions on Accelerating the Cultivation and Development of High-quality Manufacturing Enterprises" and the "Implementation Plan for the Cultivation and Promotion of Manufacturing Individual Champion Enterprises", the selection and review and evaluation of the cultivation of individual manufacturing champions in 2022 has been launched. Enterprises that intend to declare should pay attention to the following aspects:

1. Application Conditions

Manufacturing individual champions include two categories: single champion demonstration enterprises and single champion products. The following conditions must be met:

Adhere to professional development. Enterprises have long focused on and deeply cultivated in a certain link of the industrial chain or a certain product field. Engaged in related fields for 10 years and above, belong to the new product should reach 3 years and above.

The market share of the world's leading. The market share of enterprise application products ranks first in the world. Product categories are in principle in accordance with the "Statistical Product Classification Catalog" 8 or 10 code, difficult to accurately classify should be in line with the industry generally accepted practice.

Innovative ability. The company is internationally leading in production technology and technology, attaches importance to R & D investment, has core independent intellectual property rights, and leads or participates in the formulation of technical standards in related fields.

High quality benefit. The quality of the products applied by the enterprise is excellent, and the key performance indicators are at the leading level of similar products in the world. Excellent business performance, profitability exceeds the overall level of industry enterprises. Pay attention to and implement international management and brand strategy, the global market prospect is good, establish a perfect brand cultivation management system and achieve good results.

With independent legal personality, with a sound financial, intellectual property, technical standards, quality assurance and production safety management system. In the past three years, there has been no record of environmental, quality, safety and other violations. The energy consumption of products applied by enterprises has reached the advanced value of the energy consumption quota standard, and the level of safe production has reached the advanced level of the industry.

2. Application Category

The enterprise shall apply for one of the individual champion demonstration enterprises and individual champion products according to its own conditions (see Annex 1). If you apply for a single champion demonstration enterprise, the sales revenue of the corresponding products must account for 70% or more of the enterprise's main business income. If you apply for a single champion product, you can only apply for one product.

3. focus areas

In order to further promote the advancement of the industrial foundation, the modernization of the industrial chain, and accelerate the construction of a manufacturing power, the Ministry of Industry and Information Technology has listed the key areas for the cultivation and selection of individual champions (see Annex 2). Priority will be given to recommend enterprises and products in key areas, especially those that make up for shortcomings in key areas.

4. gradient cultivation

All local and central enterprises should establish a high-quality enterprise cultivation database, cultivate the selected individual champions and potential enterprises, establish a contact system, and strengthen precise services. Support the growth of specialized new "little giant" enterprises into individual champions. If an enterprise with an annual sales income of less than 0.4 billion yuan applies for a single championship, it should be a specialized and new "little giant" enterprise that has been selected.

Based on the selection of the first six batches and the development of gradient cultivation work in various regions, the Ministry of Industry and Information Technology has studied and determined the upper limit of local recommend (see Annex 3), and all regions are requested to report according to the quota recommend. The number of central enterprises per recommend shall not exceed 3. The first three batches of single champion cultivation enterprises that meet the requirements and apply shall not occupy the quota of each recommend unit.

6. review and evaluation

According to the requirements of dynamic management, the selected individual champions are evaluated and reviewed every 3 years. Enterprises (products) that meet the conditions shall be retained in the published list, and enterprises (products) that do not meet the conditions or have not submitted the application materials for review shall be withdrawn from the list. Local departments in charge of industry and information technology and central enterprises shall organize the fourth batch of single champion demonstration enterprises and single champion product enterprises, and the first batch of single champion demonstration enterprises that have passed the review in 2019 to fill in the review application (see Annex 4) and conduct a preliminary review. If the sales income of the corresponding products of the single champion demonstration enterprise does not reach more than 70% of the main business income of the enterprise, it may apply for review of the corresponding products as single champion products. The Ministry of Industry and Information Technology will organize a review and organize experts to go to some enterprises for on-site verification.
