Manufacturing single champion certification is a special action carried out by the state to cultivate high-quality manufacturing enterprises, aiming to enhance the international competitiveness of China's manufacturing industry and the modernization level of the industrial chain. This paper introduces the relevant laws, regulations and policy documents of the manufacturing industry's single champion certification, and how to apply for and enjoy policy support legally and compliantly, hoping to be helpful to the enterprises that intend to declare.

The single champion of manufacturing industry refers to the manufacturing enterprises or products with the highest market share in the world, with core independent intellectual property rights, leading or participating in the formulation of technical standards in relevant fields, leading international production technology and technology, and high quality and efficiency. The certification of individual champions in the manufacturing industry is organized by the Ministry of Industry and Information Technology. It is selected and reviewed once a year. At present, a total of six batches have been announced.1000Several (a) manufacturing individual champions.

The main basis for the certification of individual champions in the manufacturing industry is the "Guiding Opinions on Accelerating the Cultivation and Development of High-quality Manufacturing Enterprises" (Ministry of Industry and Information Technology Joint Law 〔2021〕70No.)1And the "Manufacturing Individual Champion Enterprise Cultivation and Promotion Special Action Implementation Plan" (Ministry of Industry and Information Technology Industry 〔2016〕105No.). These two documents clarify the objectives, principles, conditions, processes, management and other contents of the manufacturing single champion certification from the strategic level and the operational level respectively.

According to these two documents, the enterprise or product that declares the single champion of the manufacturing industry must meet the following basic conditions:

Adhere to professional development. Enterprises have long focused on and deeply cultivated in a certain link of the industrial chain or a certain product field. Engaged in related fields10Years and above, belonging to the new product should be reached.3years and above.

The market share of the world's leading. The market share of enterprises applying for products ranks among the top three in the world. In principle, product categories are in accordance with the Catalogue of Products for Statistical Use.8Bit or10Bit codes, which are difficult to classify accurately, should be consistent with generally accepted industry practices.

Innovative ability. The company is internationally leading in production technology and technology, attaches importance to R & D investment, has core independent intellectual property rights, and leads or participates in the formulation of technical standards in related fields.

High quality benefit. The quality of the products applied by the enterprise is excellent, and the key performance indicators are at the leading level of similar products in the world. Excellent business performance, profitability exceeds the overall level of industry enterprises. Pay attention to and implement international management and brand strategy, the global market prospect is good, establish a perfect brand cultivation management system and achieve good results.

With independent legal personality, with a sound financial, intellectual property, technical standards, quality assurance and production safety management system. In the past three years, there has been no record of environmental, quality and safety violations. The energy consumption of products applied by enterprises has reached the advanced value of the energy consumption quota standard, and the level of production safety has reached the advanced level of the industry.

In addition, the declaration of manufacturing single champion also need to pay attention to the following matters:

Declaration category. Enterprises according to their own conditions in the single champion demonstration enterprises and single champion products to choose one application. If you apply for a single champion demonstration enterprise, the sales revenue of the corresponding product must account for the main business income of the enterprise.70%Above. If you apply for a single champion product, you can only apply for one product.

Areas of focus. Every year, the Ministry of Industry and Information Technology will determine the key areas for the cultivation and selection of individual champions in the manufacturing industry according to the national strategy and the needs of industrial development, and give priority to recommend.2021The key areas of the year include new generation information technology, high-end equipment, new materials, biomedicine, new energy vehicles and other ten areas (see annex for details2）。

梯度培育。各地方、中央企业应建立优质企业培育库，对已入选的单项冠军和有潜力的企业进行入库培育，建立联系制度，加强精准服务。支持专精特新“小巨人”企业成长为单项冠军。年销售收入4For enterprises below 100 million yuan, if they apply for a single championship, they should be selected as specialized and new.“Little Giant”Enterprise.

推荐名额。工业和信息化部每年会根据前几批遴选情况和各地梯度培育工作开展情况，确定各地推荐名额上限，并按照一定比例预留给中央企业。2021The upper limit of the number of recommend places in each province (region, city) does not exceed10Home (s), each central enterprise does not exceed3Home (s) (see annex for details3）。

Enterprises or products that declare the champion of manufacturing industry will enjoy the following policy support if they pass the selection and review:

Financial support. The state will include the individual champions of the manufacturing industry into the scope of financial support for major national projects, science and technology projects, and industrial development funds, and give priority to financial support.

Credit support. The state has included individual manufacturing champions in the key support targets of financial institutions such as the China Development Bank and the Export-Import Bank of China, providing credit services such as preferential interest rates and credit loans.

Insurance support. The state includes the individual champions of the manufacturing industry in the key support objects of export credit insurance, and provides insurance services such as export credit insurance and export buyer's credit insurance.

Evaluation of certification support. The state will include the individual champions of the manufacturing industry into the key service objects of the National Standardization Management Committee, the China Certification and Accreditation Administration and other departments, and provide evaluation and certification services such as standard setting, certification and accreditation.

Talent support. The state includes the individual champions of the manufacturing industry into the key service objects of the national human resources and social security departments, and provides talent introduction, training, evaluation and other talent services.

Other support. The state has included individual champions in the manufacturing industry as key service targets of relevant departments, and provided other services such as intellectual property protection, brand building, market development, and exhibition participation.
