Since 2016, the Ministry of Industry and Information Technology of the people's Republic of China has selected five batches of more than 1000 (a) manufacturing single champion demonstration enterprises (products), covering machinery, electronics, chemical industry, automobile, light industry and other industries. 2 These enterprises (products) not only have obvious advantages in market share, but also have achieved remarkable results in innovation ability, quality management, brand building, etc., setting a model for the transformation and upgrading of my country's manufacturing industry.

In 2023, the Ministry of Industry and Information Technology will continue to carry out the selection of the sixth batch of manufacturing individual champions and the review of the third batch of manufacturing individual champions. 4 For enterprises that intend to declare, the following aspects need attention:

1. Application Conditions

According to the notice of the Ministry of industry and information technology of the people's Republic of China, the enterprises (products) applying for the single champion of manufacturing industry must meet the following basic conditions:

Adhere to professional development. Enterprises have long focused on and deeply cultivated in a certain link of the industrial chain or a certain product field. Engaged in related fields for 10 years and above, belong to the new product should reach 3 years and above.

The market share of the world's leading. The market share of enterprises applying for products ranks among the top three in the world. Product categories are in principle in accordance with the "Statistical Product Classification Catalog" 8 or 10 code, difficult to accurately classify should be in line with the industry generally accepted practice.

Innovative ability. The company is internationally leading in production technology and technology, attaches importance to R & D investment, has core independent intellectual property rights, and leads or participates in the formulation of technical standards in related fields.

High quality benefit. The quality of the products applied by the enterprise is excellent, and the key performance indicators are at the leading level of similar products in the world. Excellent business performance, profitability exceeds the overall level of industry enterprises. Pay attention to and implement international management and brand strategy, the global market prospect is good, establish a perfect brand cultivation management system and achieve good results.

With independent legal personality, with a sound financial, intellectual property, technical standards, quality assurance and production safety management system. In the past three years, there has been no record of environmental, quality and safety violations. The energy consumption of products applied by enterprises has reached the advanced value of the energy consumption quota standard, and the level of production safety has reached the advanced level of the industry.

In addition, the enterprises (products) that declare the single champion of the manufacturing industry should choose one of the demonstration enterprises and the single champion products according to their own conditions. 4 To apply for a single champion demonstration enterprise, the sales revenue of the corresponding products must account for more than 70% of the main business income of the enterprise. If you apply for a single champion product, you can only apply for one product.

2. focus areas

In order to further promote the advancement of the industrial foundation, the modernization of the industrial chain, and accelerate the construction of a manufacturing power, the Ministry of Industry and Information Technology of the State has listed the sixth batch of key areas for the cultivation and selection of individual manufacturing champions, including:

A new generation of information technology. Such as integrated circuits, optoelectronic devices, new display devices, software and information services.

High-end equipment. Such as aerospace equipment, marine engineering equipment, intelligent manufacturing equipment, robots, etc.

New materials. Such as high-performance metal materials, high-performance composite materials, new functional materials.

New energy vehicles. Such as pure electric vehicles, plug-in hybrid vehicles, etc.

Biomedicine. Such as biological products, medical equipment, etc.

environmental protection industry. Such as energy-saving and environmental protection equipment, pollution control equipment, etc.

Priority will be given to recommend enterprises and products in key areas, especially those that make up for shortcomings in key areas.

3. recommend quota

Based on the selection of the first five batches and the development of gradient cultivation in various regions, the Ministry of Industry and Information Technology of the State has determined the upper limit of the sixth batch of manufacturing individual championship recommend in each region (see Annex 3). 4 All regions shall report according to the quota recommend. The number of central enterprises per recommend shall not exceed 3. If the first three batches of single champion cultivation enterprises meet the application conditions and apply, they shall not occupy the quota of each recommend unit.

Paper materials should be consistent with the online reporting, in duplicate, together with the official reporting documents, and submitted to the Ministry of Industry and Information Technology and the China Federation of Industrial Economics (the relevant materials will be collected by the latter).

Enterprises are not required to provide all kinds of certification materials, enterprises provide explanatory materials as required, and are responsible for the authenticity and accuracy of the materials.

5. audit check

The competent departments of industry and information technology in various localities shall, in consultation with the Federation of Industrial Economics at the same level, be responsible for the organization and recommend of territorial enterprises. Central enterprises are responsible for the recommend of their own enterprises and their subordinate legal person enterprises. 4 In the course of work, relevant government departments and associations shall not collect fees from enterprises in any form.

Local departments in charge of industry and information technology should conduct a preliminary examination of the recommend enterprises, including the declaration conditions, the authenticity and accuracy of the declaration materials, the calculation method of market share and data sources. Enterprises that have passed the preliminary examination shall be reported by the competent departments of industry and information technology in various localities in accordance with the regulations.

The Ministry of industry and information technology of the people's Republic of China will organize experts to review the reported enterprises, including market share, innovation ability, quality and efficiency, etc. The review adopts the combination of online review and on-site review. The online review mainly reviews the application materials of the enterprise, and the on-site review mainly inspects the production technology, process and quality management of the enterprise. The results of the review will be publicized on the website of the Ministry of Industry and Information Technology and will be subject to social supervision.

6. review and evaluation

According to the "Implementation Plan for the Special Action for the Cultivation and Promotion of Individual Champion Enterprises in the Manufacturing Industry", the certification of individual champions in the manufacturing industry is valid for 3 years, and review and evaluation are required after the expiration. The purpose of the review and evaluation is to test whether the enterprise has maintained or improved the level of individual championships during the certification period and whether it meets the conditions for continuing to enjoy policy support.

In 2023, the Ministry of Industry and Information Technology will review and evaluate the third batch of manufacturing individual champions. The contents of the review and evaluation include market share, innovation ability, quality and efficiency, etc., which are the same as or higher than the initial certification. The method of review and evaluation is the same as that of the initial certification, that is, online reporting and paper submission are combined, and the Ministry of Industry and Information Technology of the State organizes experts to conduct online review and on-site review.

Enterprises that pass the review and evaluation can continue to enjoy policy support and publicize it on the website of the Ministry of Industry and Information Technology. Enterprises that fail the review and evaluation will be disqualified from individual championship certification and published on the website of the Ministry of Industry and Information Technology.

For companies that intend to declare, they need to understand the relevant policy requirements, make preparations, and actively participate in the declaration.
