"Manufacturing single champion" includes two categories: one is a single champion demonstration enterprise, which means that the sales revenue of the corresponding product accounts for the main income of the enterprise.70%And above enterprises; The second is a single champion product, which refers to an enterprise that only declares one product.

How do 2. declare a manufacturing champion?

(I) declaration conditions

According to the notice of the Ministry of Industry and Information Technology, the following conditions must be met to declare a single champion in the manufacturing industry:

1. Insist on professional development. Enterprises have long focused on and deeply cultivated in a certain link of the industrial chain or a certain product field. Engaged in related fields10Years and above, belonging to the new product should be reached.3years and above.

2. Leading global market share. The market share of enterprise application products ranks first in the world. In principle, product categories are in accordance with the Catalogue of Products for Statistical Use.8Bit or10Bit codes, which are difficult to classify accurately, should be consistent with generally accepted industry practices.

3. Innovative ability. The company is internationally leading in production technology and technology, attaches importance to R & D investment, has core independent intellectual property rights, and leads or participates in the formulation of technical standards in related fields.

4. High quality benefit. The quality of the products applied by the enterprise is excellent, and the key performance indicators are at the leading level of similar products in the world. Excellent business performance, profitability exceeds the overall level of industry enterprises. Pay attention to and implement international management and brand strategy, the global market prospect is good, establish a perfect brand cultivation management system and achieve good results.

5. With independent legal personality, with a sound financial, intellectual property, technical standards, quality assurance and safety production management system. In the past three years, there has been no record of environmental, quality, safety and other violations. The energy consumption of products applied by enterprises has reached the advanced value of the energy consumption quota standard, and the level of safe production has reached the advanced level of the industry.

4. Encourage qualified manufacturing individual champions to obtain capital market support through equity investment funds, venture capital funds, etc.

6. Encourage qualified manufacturing individual champions to obtain financing support through leasing, factoring, bill discounting, etc.

7. Support qualified manufacturing champions to carry out cross-border financing and foreign exchange management innovation.

8. Support qualified manufacturing individual champions to participate in the declaration of major national science and technology projects and special funds for industrial development.

(II) to increase tax incentives

1. For qualified individual champions in the manufacturing industry, in accordance with the "Several Opinions of the State Council on Further Doing a Good Job in the Utilization of Foreign Capital" (Guo Fa 〔2017〕5No.) and other provisions, to give income tax, value-added tax, customs duties and other preferential policies.

2. For qualified manufacturing individual champions, in accordance with the "Several Opinions of the State Council on Promoting the Healthy Development of Small and Medium-sized Enterprises" (Guo Fa 〔2017〕32No.) and other provisions, to give income tax, value-added tax, stamp duty and other preferential policies.

3. For qualified manufacturing individual champions, in accordance with the "Several Opinions of the State Council on Promoting the Transformation of Scientific and Technological Achievements and Accelerating Innovation-Driven Development" (National Development 〔2015〕49No.) and other provisions, to give income tax, value-added tax, business tax and other preferential policies.

4. For qualified individual champions in the manufacturing industry, in accordance with the "Several Opinions of the State Council on Promoting the Innovative Development of Cultural and Creative Industries and Design Service Industries" (Guo Fa 〔2016〕23No.) and other provisions, to give income tax, value-added tax, business tax and other preferential policies.

5. For qualified manufacturing individual champions, in accordance with the "Several Opinions of the State Council on Promoting the Development of Energy Conservation and Environmental Protection Industries" (Guo Fa 〔2013〕12No.) and other provisions, to give income tax, value-added tax, resource tax and other preferential policies.

6. For qualified manufacturing individual champions, in accordance with the "Several Opinions of the State Council on Promoting the Integrated Development of New Industrialization and Informatization" (Guo Fa 〔2013〕28No.) and other provisions, to give income tax, value-added tax, consumption tax and other preferential policies.

7. For qualified manufacturing champions, in accordance with the "Notice of the Ministry of Finance and the State Administration of Taxation on Supporting Enterprises to Carry out Technological Transformation Related Enterprise Income Tax Policies" (Finance and Taxation 〔2017〕76No.) and other provisions, to give income tax plus deduction or one-time deduction and other preferential policies.

8. For qualified manufacturing individual champions, in accordance with the "Notice of the Ministry of Finance and the State Administration of Taxation on Supporting Enterprises to Carry out Research and Development and Increasing Tax Policy Support" (Finance and Taxation 〔2015〕119No.) and other provisions, to give income tax plus deduction or one-time deduction and other preferential policies.

9. For qualified individual champions in the manufacturing industry, in accordance with the "Notice of the Ministry of Finance and the State Administration of Taxation on Supporting Enterprises to Carry out Employee Education and Training Related Enterprise Income Tax Policies" (Finance and Taxation 〔2018〕77No.) and other provisions, to give income tax plus deduction or one-time deduction and other preferential policies.

(III) strengthen technological innovation support

1. Support qualified manufacturing individual champions to establish innovation platforms such as national enterprise technology centers, nationally recognized engineering technology research centers, national key laboratories, and national engineering laboratories.

2. Support qualified manufacturing individual champions to participate in the declaration of major national science and technology projects and special funds for industrial development, and give priority to national science and technology plan projects and special funds for industrial development.

3. Support qualified manufacturing individual champions to carry out international scientific and technological cooperation, participate in the formulation of international standards, and enhance the international voice.

4. Support qualified manufacturing individual champions to establish and improve intellectual property management and protection mechanisms, strengthen the layout and application of intellectual property rights, and improve the quality and value of intellectual property rights.

5. Support qualified manufacturing individual champions to carry out talent training, introduction and incentives, establish and improve talent incentive mechanisms, and improve the quality and innovation capabilities of the talent team.
