国家级制造业单项冠军是指在制造业某些细分市场，具有全球领先的市场份额、创新能力、质量效益的企业或产品，是国家工信部为推动制造业高质量发展而开展的培育提升专项行动。本文邀请了尚普咨询集团的专家，对2023年制造业单项冠军的申报条件、重点领域、推荐名额、复核评价等政策要点和评价标准进行了详细解读，为有意向申报的企业提供了参考指导。

制造业是国民经济的重要支柱，也是我国经济社会发展的重要基础。为加快培育一批制造业优质企业，促进提升产业基础能力和产业链现代化水平，根据《关于加快培育发展制造业优质企业的指导意见》（工信部联政法〔2021〕70No.) and "Implementation Plan of Special Action for Cultivating and Upgrading Individual Champion Enterprises in Manufacturing Industry" (Ministry of Industry and Information Technology Industry 〔2016〕105号），国家工信部自2016年起开展了制造业单项冠军培育遴选和复核评价工作。截至目前，已有六批共计1000余家企业（产品）入选国家级制造业单项冠军。

1. what is a manufacturing champion?

According to the definition of the Ministry of Industry and Information Technology, "manufacturing individual champion" refers to enterprises (products) that focus on certain segments of the manufacturing industry, adhere to professional development, global market share, strong innovation capabilities, and high quality and efficiency. The highest level of development and the strongest market strength in the manufacturing segment.

“制造业单项冠军”包括两类：一是单项冠军示范企业，指相应产品的销售收入占企业主营收入70%And above enterprises; The second is a single champion product, which refers to an enterprise that only declares one product.

How do 2. declare a manufacturing champion?

(I) declaration conditions

According to the notice of the Ministry of Industry and Information Technology, the following conditions must be met to declare a single champion in the manufacturing industry:

1. Insist on professional development. Enterprises have long focused on and deeply cultivated in a certain link of the industrial chain or a certain product field. Engaged in related fields10Years and above, belonging to the new product should be reached.3years and above.

2. Leading global market share. The market share of enterprise application products ranks first in the world. In principle, product categories are in accordance with the Catalogue of Products for Statistical Use.8Bit or10Bit codes, which are difficult to classify accurately, should be consistent with generally accepted industry practices.

3. Innovative ability. The company is internationally leading in production technology and technology, attaches importance to R & D investment, has core independent intellectual property rights, and leads or participates in the formulation of technical standards in related fields.

4. High quality benefit. The quality of the products applied by the enterprise is excellent, and the key performance indicators are at the leading level of similar products in the world. Excellent business performance, profitability exceeds the overall level of industry enterprises. Pay attention to and implement international management and brand strategy, the global market prospect is good, establish a perfect brand cultivation management system and achieve good results.

5. With independent legal personality, with a sound financial, intellectual property, technical standards, quality assurance and safety production management system. In the past three years, there has been no record of environmental, quality, safety and other violations. The energy consumption of products applied by enterprises has reached the advanced value of the energy consumption quota standard, and the level of safe production has reached the advanced level of the industry.

(II) declaration category

Enterprises according to their own conditions in the single champion demonstration enterprises and single champion products to choose a declaration.

(III) key product areas

为深入推进产业基础高级化、产业链现代化，加快推动制造强国建设，国家工信部列出了单项冠军培育遴选重点领域（见附件22). Priority will be given to recommend enterprises and products in key areas, especially those that make up for shortcomings in key areas.

All local and central enterprises should establish a high-quality enterprise cultivation database, cultivate the selected individual champions and potential enterprises, establish a contact system, and strengthen precise services. Support the growth of specialized new "little giant" enterprises into individual champions. (V) recommend reporting quota

Based on the selection of the first six batches and the development of gradient cultivation work in various regions, the Ministry of Industry and Information Technology of the State has studied and determined the upper limit of local recommend (see annex32), please report according to the quota recommend. The number of each recommend of the central enterprise shall not exceed3Home. The first three batches of single champion cultivation enterprises that meet the requirements and apply shall not occupy the quota of each recommend unit.

What is the policy support for the 3. manufacturing individual champion?

根据《关于加快培育发展制造业优质企业的指导意见》，《制造业单项冠军企业培育提升专项行动实施方案》4等文件规定，制造业单项冠军将享受以下政策支持：

(I) to strengthen financial support

1. Support qualified manufacturing individual champions to list and raise funds at home and abroad.

2. Encourage financial institutions to develop credit products and services suitable for individual champions in the manufacturing sector.

3. Support qualified manufacturing individual champions to issue debt financing instruments such as corporate bonds and medium-term notes.

4.鼓励符合条件的制造业单项冠军通过股权投资基金、创投基金等方式获得资本市场支持。

6.鼓励符合条件的制造业单项冠军通过租赁、保理、票据贴现等方式获得融资支持。

7.支持符合条件的制造业单项冠军开展跨境融资和外汇管理创新。

8.支持符合条件的制造业单项冠军参与国家重大科技项目和产业发展专项资金的申报。

(II) to increase tax incentives

1. For qualified individual champions in the manufacturing industry, in accordance with the "Several Opinions of the State Council on Further Doing a Good Job in the Utilization of Foreign Capital" (Guo Fa 〔2017〕5No.) and other provisions, to give income tax, value-added tax, customs duties and other preferential policies.

2.对符合条件的制造业单项冠军，按照《国务院关于促进中小企业健康发展的若干意见》（国发〔2017〕32No.) and other provisions, to give income tax, value-added tax, stamp duty and other preferential policies.

3.对符合条件的制造业单项冠军，按照《国务院关于促进科技成果转化加快创新驱动发展的若干意见》（国发〔2015〕49号）等规定，给予所得税、增值税、营业税等方面的优惠政策。

4. For qualified individual champions in the manufacturing industry, in accordance with the "Several Opinions of the State Council on Promoting the Innovative Development of Cultural and Creative Industries and Design Service Industries" (Guo Fa 〔2016〕23号）等规定，给予所得税、增值税、营业税等方面的优惠政策。

5.对符合条件的制造业单项冠军，按照《国务院关于促进节能环保产业发展的若干意见》（国发〔2013〕12号）等规定，给予所得税、增值税、资源税等方面的优惠政策。

6.对符合条件的制造业单项冠军，按照《国务院关于促进新型工业化与信息化融合发展的若干意见》（国发〔2013〕28号）等规定，给予所得税、增值税、消费税等方面的优惠政策。

7.对符合条件的制造业单项冠军，按照《财政部 国家税务总局关于支持企业开展技术改造有关企业所得税政策问题的通知》（财税〔2017〕76号）等规定，给予所得税加计扣除或一次性扣除等优惠政策。

8.对符合条件的制造业单项冠军，按照《财政部 国家税务总局关于支持企业开展研究开发加大税收政策支持力度有关问题的通知》（财税〔2015〕119号）等规定，给予所得税加计扣除或一次性扣除等优惠政策。

9.对符合条件的制造业单项冠军，按照《财政部 国家税务总局关于支持企业开展职工教育培训有关企业所得税政策问题的通知》（财税〔2018〕77号）等规定，给予所得税加计扣除或一次性扣除等优惠政策。

（三）加强技术创新支持

1.支持符合条件的制造业单项冠军建立国家级企业技术中心、国家认定的工程技术研究中心、国家重点实验室、国家工程实验室等创新平台。

2.支持符合条件的制造业单项冠军参与国家重大科技项目和产业发展专项资金的申报，优先安排国家科技计划项目和产业发展专项资金。

3.支持符合条件的制造业单项冠军开展国际科技合作，参与国际标准制定，提升国际话语权。

4.支持符合条件的制造业单项冠军建立健全知识产权管理和保护机制，加强知识产权布局和运用，提高知识产权质量和价值。

5.支持符合条件的制造业单项冠军开展人才培养、引进和激励，建立健全人才激励机制，提高人才队伍素质和创新能力。

（四）加强市场开拓支持

1.支持符合条件的制造业单项冠军参与国家重大工程项目和重点领域设备的招标采购，优先考虑其产品和服务。

2.支持符合条件的制造业单项冠军参与国际市场竞争，提供政策、信息、信用、保险等方面的支持。

3.支持符合条件的制造业单项冠军开展品牌建设，提升品牌影响力和美誉度。

4.支持符合条件的制造业单项冠军开展绿色生产和消费，提高产品节能环保性能和质量水平。

5.支持符合条件的制造业单项冠军开展数字化转型，提高产品智能化水平和服务能力。

四、如何通过复核评价？

根据《关于开展第七批制造业单项冠军企业培育遴选工作的通知》，复核评价是指对已入选的单项冠军企业（产品）进行定期复核评价，以检验其是否继续保持全球领先水平。复核评价周期为3Year.

复核评价主要包括以下内容：

（一）复核评价指标

复核评价指标主要包括市场份额、创新能力、质量效益等方面。具体指标体系由国家工信部会同有关部门根据不同行业特点制定。

（二）复核评价方式

复核评价方式主要包括自查自评、第三方评估、专家评审等。具体方式由国家工信部会同有关部门根据不同行业特点确定。

（三）复核评价结果

复核评价结果主要分为继续保留、暂缓退出、直接退出三种。具体结果由国家工信部会同有关部门根据不同行业特点确定。

继续保留：指经过复核评价，仍然符合单项冠军标准，继续保留在单项冠军名录中。

暂缓退出：指经过复核评价，不再符合单项冠军标准，但具有一定发展潜力，给予一定期限整改，并在下一轮复核评价时再进行评估，如仍不符合标准，则退出单项冠军名录。

直接退出：指经过复核评价，不再符合单项冠军标准，且无发展潜力，直接退出单项冠军名录。

（四）复核评价奖惩

对于继续保留的单项冠军企业（产品），继续享受相关政策支持；对于暂缓退出的单项冠军企业（产品），暂停享受相关政策支持，待整改后恢复；对于直接退出的单项冠军企业（产品），取消相关政策支持，并在国家工信部网站公示。

制造业单项冠军是国家工信部为推动制造业高质量发展而开展的培育提升专项行动，旨在培育一批在全球制造业细分领域具有领先优势的优质企业和产品，提升我国制造业的整体竞争力和影响力。2023年是制造业单项冠军培育遴选工作的第七年，也是“fourteen five”规划的开局之年。希望有意向申报的企业能够抓住机遇，积极参与，为我国制造强国建设贡献力量。
