The National Manufacturing Individual Champion Certification is a special cultivation and promotion action jointly launched by the Ministry of Industry and Information Technology and the China Federation of Industrial Economics since 2016. The application conditions and requirements for the national manufacturing championship certification are as follows:

Basic conditions. The applicant enterprise (product) must meet the following conditions: 1. Insist on professional development, engage in related fields for 10 years or more, and those belonging to new products should reach 3 years or more; 2. The market share is the world's leading, and the market share of the products applied by the enterprise ranks first in the world; 3. Strong innovation ability, international leadership in production technology and technology, emphasis on R & D investment, and core independent intellectual property rights, leading or participating in the formulation of technical standards in related fields; 4. High quality and efficiency, excellent product quality applied by the enterprise, key performance indicators at the leading level of similar products in the world, excellent business performance, profitability exceeding the overall level of industry enterprises, and attaching importance to and implementing international operation and brand strategy; 5. Having independent legal personality, with sound financial, intellectual property, technical standards, quality assurance and production safety management systems, no environmental, quality, safety and other illegal records in the past three years.

Application category. The applicant enterprise shall choose one of the individual champion demonstration enterprises and individual champion products according to its own conditions. If you apply for a single champion demonstration enterprise, the sales revenue of the corresponding products must account for 70% or more of the enterprise's main business income. If you apply for a single champion product, you can only apply for one product.

Focus on product areas. In order to further promote the advancement of the industrial foundation, the modernization of the industrial chain, and accelerate the construction of a manufacturing power, the Ministry of Industry and Information Technology has listed the key areas for the cultivation and selection of individual champions (see Annex 2), including new generation information technology, high-end equipment, new materials, biomedicine, new Energy vehicles, energy conservation and environmental protection and other fields. Priority will be given to recommend enterprises and products in key areas, especially those that make up for shortcomings in key areas.

Improve the gradient cultivation system. All local and central enterprises should establish a high-quality enterprise cultivation database, cultivate the selected individual champions and potential enterprises, establish a contact system, and strengthen precise services. Support the growth of specialized new "little giant" enterprises into individual champions. If an enterprise with an annual sales income of less than 0.4 billion yuan applies for a single championship, it should be a specialized and new "little giant" enterprise that has been selected.

Based on the selection of the first six batches and the development of gradient cultivation in various regions, the Ministry of Industry and Information Technology has studied and determined the upper limit of local recommend (see Annex 3), and all regions are requested to report according to the quota recommend. The first three batches of single champion cultivation enterprises that meet the requirements and apply shall not occupy the quota of each recommend unit.

The award and compensation standards and preferential measures for the certification of individual champions in the national manufacturing industry are as follows:

Financial support. The state has set up a special fund for the development of individual champions in the manufacturing industry, which is mainly used to support the technological innovation, brand building and market development of individual champion demonstration enterprises and individual champion products. According to the type and scale of the project, each project is given a different amount of financial support, generally not more than 30% of the total investment of the project.

Tax benefits. The state gives preferential tax policies to single champion demonstration enterprises and single champion products, including: 1. enterprise income tax shall be levied at a tax rate of 15% for qualified high-tech enterprises; 2. the policy of additional deduction of qualified R & D expenses shall be determined according to the proportion of 75% deduction of R & D expenses; 3. for qualified software products and integrated circuit design enterprises, exemption from value-added tax within a certain period of time; 4. For qualified independent innovation products, exemption from customs duties and import value-added tax within a certain period of time.

Financial services. The state encourages financial institutions to provide preferential financial services for single champion demonstration enterprises and single champion products, including: 1. increasing the proportion of credit, reducing loan interest rates, extending loan term, providing credit loans, guaranteed loans and other forms of financing support; 2. supporting single champion demonstration enterprises and single champion products to conduct direct financing through bonds, equity and other means; 3. Support single champion demonstration enterprises and single champion products to carry out international financial services such as cross-border financing and export credit insurance.

Policy support. The state provides policy support to individual champion demonstration enterprises and individual champion products, including: 1. Priority to be included in the government procurement catalog of major national science and technology projects, major engineering projects, major equipment procurement and other fields, and enjoy the priority adoption policy of government procurement; 2. Priority is included in the development plan of strategic emerging industries, high-tech industries, energy-saving and environmental protection industries supported by the state, and enjoy the support of relevant industrial policies; 3. Priority shall be given to the identification list of export brands, export bases, export credit and other fields supported by the state, and enjoy the support of relevant export policies; 4. Priority shall be given to the demonstration units in the fields of intellectual property protection, standardization construction and quality management supported by the state, and enjoy the support of relevant demonstration policies.
