Project background:

LNG (liquefied natural gas) receiving station is an important part of natural gas import channel and infrastructure, and its safety management level is directly related to national energy security and social stability. With the rapid development of LNG terminals in China, the construction and operation of LNG terminals are facing many risks and challenges, such as equipment aging, personnel flow, technology update, regulatory changes, etc., which put forward higher requirements for the safety management of LNG terminals. In order to improve the safety management ability of LNG receiving station, improve the safety production level, reduce the accident risk, and ensure the continuity and reliability of LNG supply, an LNG receiving station operator (hereinafter referred to as the customer) entrusted Shangpu Consulting Company to carry out a project of safety management training for LNG receiving station.

Customer pain points:

The customer has the following main problems in the safety management of LNG terminal:

Safety management system is not perfect, lack of unified standards and norms, coordination and communication between various departments is not smooth;

The quality of safety management personnel is not high, lack of professional knowledge and skills, and are not familiar with the risks and emergency measures of LNG receiving terminal;

Safety management training lacks systematicness and pertinence, and the training content is too theoretical and generalized to meet the needs of practical work;

It is difficult to evaluate the effect of safety management training, lack of effective assessment and feedback mechanism, and can not find and solve problems in time.

Project purpose:

Based on the client's needs and pain points, Champ Consulting has developed the following project objectives:

Establish and improve the safety management system of LNG terminals, and formulate safety management specifications and procedures in line with national regulations and industry standards;

Improve the professional quality of the safety management personnel of the LNG receiving terminal, and enhance their ability to identify, evaluate, control and deal with the risks of the LNG receiving terminal;

Design and implement systematic and targeted safety management training programs to improve the practicality and effectiveness of training content;

Establish and improve the safety management training effect evaluation system, using a variety of methods and indicators to assess and feedback the training effect.

Research object:

In order to ensure the quality and effectiveness of the project, Champ Consulting conducted extensive and in-depth research work in the early stage of the project. The research objects include the following three categories:

Safety management personnel of LNG terminal, including the person in charge of the safety management department of the customer company, safety management personnel of various positions, equipment operators, maintenance personnel, etc., totaling about 100 persons;

Experts and scholars related to LNG terminal, including experts and scholars from well-known domestic and foreign LNG terminal construction and operation enterprises, research institutions, consulting institutions, etc., with a total of about 20 people;

The relevant regulatory departments of the LNG terminal, including the staff of the National Energy Administration, the State Administration of Work Safety, and the General Administration of Quality Supervision, Inspection and Quarantine, have a total of about 10 people.

Project Content:

Based on the results of the survey and the research report, Champu Consulting designed and implemented the following projects for its clients:

Construction of safety management system of LNG receiving terminal, including formulation of safety management manual, safety management regulations, safety operation specifications, safety inspection system, safety reward and punishment system of LNG receiving terminal;

LNG terminal safety management personnel training, including LNG terminal safety basic knowledge training, LNG terminal risk management training, LNG terminal emergency management training, LNG terminal safety management case research, etc;

The evaluation of safety management training effect of LNG receiving station includes setting up test questions before and after training, collecting training feedback by means of questionnaire survey and interview, and quantitative investigation of training effect by using performance evaluation model and index system.
