制造业单项冠军认证是国家工信部为落实《中国制造2025》和《关于加快培育发展制造业优质企业的指导意见》等文件精神，引导制造业企业专注创新和质量提升，提升我国制造业国际竞争力，促进我国产业整体迈向全球价值链中高端而开展的培育提升专项行动。自2016年启动以来，已经遴选出了五批共计1000多家（个）制造业单项冠军示范企业（产品），涵盖了机械、电子、化工、汽车、轻工、纺织等多个领域。2022年3月11日，工信部办公厅和中国工业经济联合会发布了《关于开展2022年制造业单项冠军企业（产品）培育遴选和复核评价工作的通知》，启动了第六批制造业单项冠军的申报工作。为了帮助有意向申报的企业更好地了解和参与这一活动，本文从以下几个方面对制造业单项冠认证的常见问题进行了解答。

1. what is a manufacturing champion?

根据《关于加快培育发展制造业优质企业的指导意见》2的定义，制造业单项冠军是指长期专注并深耕于产业链某一环节或某一产品领域，市场占有率位居全球前三，生产技术、工艺国际领先，质量效益高，具有较强的创新能力和国际竞争力的制造业企业或产品。制造业单项冠认证分为两类：单项冠军示范企业和单项冠军产品。其中，单项冠军示范企业是指相应产品的销售收入占企业主营收入70%以上的企业；单项冠产品是指只申报一个产品的企业。

二、为什么要申报制造业单项冠？

申报制造业单项冠认证不仅是对企业在某一领域取得的成就和贡献的肯定和表彰，也是对企业未来发展的激励和支持。入选制造业单项冠认证的企业（产品）将享受以下政策优惠：

在政府采购、重大项目建设、国家重大战略实施等方面优先推荐使用。

在科技创新、标准化建设、品牌建设、人才培养等方面给予重点支持。

在金融服务、税收优惠、市场准入、国际合作等方面给予优先或便利条件。

在质量监督、安全生产、环境保护等方面实行差别化监管。

在宣传推介、展会展示、荣誉表彰等方面给予优先或重点推荐。

三、如何申报制造业单项冠？

(I) declaration conditions

根据《关于开展2022年制造业单项冠军企业（产品）培育遴选和复核评价工作的通知》，申报制造业单项冠认证的企业（产品）须满足以下条件：

Adhere to professional development. Enterprises have long focused on and deeply cultivated in a certain link of the industrial chain or a certain product field. Engaged in related fields for 10 years and above, belong to the new product should reach 3 years and above.

The market share of the world's leading. The market share of enterprises applying for products ranks among the top three in the world. Product categories are in principle in accordance with the "Statistical Product Classification Catalog" 8 or 10 code, difficult to accurately classify should be in line with the industry generally accepted practice.

Innovative ability. The company is internationally leading in production technology and technology, attaches importance to R & D investment, has core independent intellectual property rights, and leads or participates in the formulation of technical standards in related fields.

High quality benefit. The quality of the products applied by the enterprise is excellent, and the key performance indicators are at the leading level of similar products in the world. Excellent business performance, profitability exceeds the overall level of industry enterprises. Pay attention to and implement international management and brand strategy, the global market prospect is good, establish a perfect brand cultivation management system and achieve good results.

With independent legal personality, with a sound financial, intellectual property, technical standards, quality assurance and production safety management system. In the past three years, there has been no record of environmental, quality, safety and other violations. The energy consumption of products applied by enterprises has reached the advanced value of the energy consumption quota standard, and the level of safe production has reached the advanced level of the industry.

根据《关于开展2022年制造业单项冠军企业（产品）培育遴选和复核评价工作的通知》，申报制造业单项冠认证分为两类：单项冠军示范企业和单项冠军产品。其中，单项冠军示范企业是指相应产品的销售收入占企业主营收入70%以上的企业；单项冠产品是指只申报一个产品的企业。企业依据自身条件在两类中择一申报。

（三）申报材料

根据《关于开展2022年制造业单项冠军企业（产品）培育遴选和复核评价工作的通知》，申报制造业单项冠认证的材料包括：

《制造业单项冠军申请书》（见附件1），由企业在线填写并上传相关材料。

由组织单位出具的推荐意见。

由组织单位出具的初审意见。

由组织单位出具的正式上报文件。

不要求企业提供各类证明材料，企业按要求提供说明材料，并对材料的真实性和准确性负责。企业应对申报材料的真实性和准确性承担法律责任。

（四）申报流程

根据《关于开展2022年制造业单项冠军企业（产品）培育遴选和复核评价工作的通知》，申报制造业单项冠认证的流程如下：

企业自愿申报。符合条件的企业可自行选择申报类别，登录[中国工业经济联合会网站]或[中国制造网]，填写《制造业单项冠军申请书》并上传相关材料。

组织单位推荐。组织单位是指国家工信部所属行业管理司局、各省（区、市）工信主管部门、中国工业经济联合会所属行业协会（联合会）。组织单位应对申报企业（产品）进行初审，出具推荐意见、初审意见和正式上报文件，并于2022年4月30日前将纸质材料寄送至中国工业经济联合会。

专家评审。由中国工业经济联合会组织专家对申报企业（产品）进行评审，根据评审结果确定候选名单，并向社会公示。

复核评价。由国家工信部组织专家对候选名单进行复核评价，根据复核结果确定最终名单，并向社会公示。

公布认定。由国家工信部正式公布第六批制造业单项冠军示范企业（产品）名单，并颁发证书。
