一、企业专精特新申请的基本条件
根据《优质中小企业梯度培育管理暂行办法》和《深圳市工业和信息化局优质中小企业梯度培育管理实施细则》，企业专精特新申请需满足以下条件：
（一）前提条件。
1.申报企业需为有效期内的深圳市创新型中小企业（2020年认定的广东省“专精特新”中小企业可直接参加本次申报），其他有效期内的“专精特新”中小企业、专精特新“小巨人”企业无需申报。
2.申报企业应在深圳市（含深汕特别合作区）工商注册登记、具有独立法人资格。
3.符合《中小企业划型标准规定》。
4.企业未被列入经营异常名录或严重失信主体名单，提供的产品（服务）不属于国家禁止、限制或淘汰类，同时近三年未发生重大安全（含网络安全、数据安全）、质量、环境污染等事故以及偷漏税等违法违规行为。
（二）基本条件。
1.从事特定细分市场时间达到2年以上。
2.2022年度研发费用总额不低于100万元，且占营业收入总额比重不低于3%。
3.2022年度营业收入总额在1000万元以上，或2022年 度营业收入总额在1000万元以下，但2021年及2022年新增股权融资总额（合格机构投资者的实缴额）达到2000万元以上。
（三）评价指标。
申报企业需按照《深圳市“专精特新”中小企业认定标准》5进行评价指标的计算，评价指标包括主导产品所属领域情况、数字化水平、质量管理水平、特色化指标、与企业主导产品相关的有效知识产权数量、上年度研发人员占比等六项，每项指标的评分值为0-10分，总分为60分。申报企业需达到以下直通条件之一，或者评价指标总分达到40分以上，方可申报专精特新。
（1）直通条件：
a.2020年以来获得过省级科技奖励并在获奖单位中排名前三的；或2020年以来获得过国家级科技奖励并在获奖单位中排名前五的。
b.2021年和2022年研发费用总额均值在1000万元以上的。
c.2021年及2022年新增股权融资总额（合格机构投资者的实缴额）6000万元以上的。
d.2020年以来进入“创客中国”中小企业创新创业大赛全国500强企业组名单的。
（2）评价指标：
a.主导产品所属领域情况：根据企业主导产品或服务所属领域，按照以下标准给予相应的评分值。
在产业链供应链关键环节及关键领域“补短板”“锻长板”“填空白”取得实际成效的，评分值为10分。
属于工业“六基”领域6的，评分值为8分。
属于中华老字号名录或企业主导产品服务关键产业链重点龙头企业7的，评分值为6分。
其他领域的，评分值为4分。
b.数字化水平：根据企业主导产品或服务的数字化水平，按照以下标准给予相应的评分值。
企业主导产品或服务属于数字经济的，评分值为10分。
企业主导产品或服务具有数字化特征，如智能化、网络化、信息化等，评分值为8分。
企业主导产品或服务与数字经济相关，如利用数字技术改造传统产业、提升效率和品质等，评分值为6分。
企业主导产品或服务与数字经济无关，评分值为4分。
c.质量管理水平：根据企业质量管理体系的建立和运行情况，按照以下标准给予相应的评分值。
企业已通过国际质量管理体系认证（如ISO9001、ISO14001、ISO45001等），并在有效期内，评分值为10分。
企业已通过国家质量管理体系认证（如GB/T19001、GB/T24001、GB/T28001等），并在有效期内，评分值为8分。
企业已通过省级质量管理体系认证（如深圳市质量管理体系认证等），并在有效期内，评分值为6分。
企业未通过任何质量管理体系认证，评分值为4分。
d.特色化指标：根据企业主导产品或服务的特色化程度，按照以下标准给予相应的评分值。
企业主导产品或服务具有国际领先水平，或在国内市场占有率超过50%，或在国内同行业中排名前三，评分值为10分。
企业主导产品或服务具有国内领先水平，或在国内市场占有率超过30%，或在国内同行业中排名前五，评分值为8分。
企业主导产品或服务具有省级领先水平，或在国内市场占有率超过10%，或在国内同行业中排名前十，评分值为6分。
企业主导产品或服务具有市级领先水平，或在国内市场占有率超过5%，或在国内同行业中排名前二十，评分值为4分。
e.与企业主导产品相关的有效知识产权数量：根据企业拥有的与主导产品相关的有效知识产权数量，按照以下标准给予相应的评分值。
企业拥有的与主导产品相关的有效知识产权数量在20件以上（含20件），评分值为10分。
企业拥有的与主导产品相关的有效知识产权数量在10件以上（含10件），评分值为8分。
企业拥有的与主导产品相关的有效知识产权数量在5件以上（含5件），评分值为6分。
企业拥有的与主导产品相关的有效知识产权数量在3件以上（含3件），评分值为4分。
f.上年度研发人员占比：根据企业上年度研发人员占比，按照以下标准给予相应的评分值。
企业上年度研发人员占比在20%以上（含20%），评分值为10分。
企业上年度研发人员占比在15%以上（含15%），评分值为8分。
企业上年度研发人员占比在10%以上（含10%），评分值为6分。
企业上年度研发人员占比在5%以上（含5%），评分值为4分。
二、企业专精特新申报的申报材料
根据《深圳市“专精特新”中小企业认定管理办法》，企业专精特新申报需提交以下申报材料：
（一）申报表。
申报表包括《深圳市“专精特新”中小企业申报表》和《深圳市“专精特新”中小企业评价指标计算表》，需按照要求填写完整、真实、准确，并加盖企业公章。
（二）申报材料。
申报材料包括以下内容：
1.企业营业执照复印件（加盖企业公章）。
2.企业法定代表人身份证复印件（加盖企业公章）。
3.企业财务报表（2021年和2022年）及审计报告（加盖企业公章）。
4.企业研发费用明细表（2021年和2022年）及相关凭证（加盖企业公章）。
5.企业主导产品或服务的相关证明材料，如产品说明书、产品照片、产品样本、产品销售合同、产品销售发票、产品销售收入明细表、产品市场占有率证明、产品行业排名证明、产品质量认证证书、产品获奖证书等（加盖企业公章）。
6.企业与主导产品相关的有效知识产权证明材料，如专利证书、商标注册证、著作权登记证、集成电路布图设计登记证、植物新品种权证书等（加盖企业公章）。
7.企业质量管理体系认证证书（加盖企业公章）。
8.企业科技奖励证书（加盖企业公章）。
9.企业股权融资证明材料，如股权转让协议、股权转让登记证明、股权转让款到账证明等（加盖企业公章）。
10.企业创新创业大赛证书（加盖企业公章）。
11.其他有利于申报的相关证明材料（加盖企业公章）。
以上申报材料需按照顺序装订成册，一式两份，其中一份为原件，另一份为复印件。申报材料的复印件需与原件一致，并加盖企业公章。申报材料的文字部分需为A4纸打印，图片部分可为彩色打印或复印。申报材料的电子版需保存在U盘中，并与纸质版一并提交。
三、企业专精特新申报的申报流程
根据《深圳市“专精特新”中小企业认定管理办法》，企业专精特新申报的申报流程如下：
（一）申报阶段。
1.申报企业通过深圳市工业和信息化局官方网站下载《深圳市“专精特新”中小企业申报表》和《深圳市“专精特新”中小企业评价指标计算表》，并按照要求填写完整、真实、准确，并加盖企业公章。
2.申报企业按照申报材料清单，准备好申报企业提交申报材料，完成网上申报，打印申报确认单，协助申报企业通过初审和评审，提高申报的效率和成功率。
跟踪服务：为申报企业提供专精特新申报的跟踪服务，帮助申报企业及时了解申报的进展和结果，处理申报过程中的问题和异议，协助申报企业领取认定证书，享受政策支持和优惠待遇，提供年度报告的编制和提交服务，为申报企业提供持续的管理和服务。
