2. the conditions for the declaration of specialized new enterprises.

The application conditions for specialized new enterprises are divided into three aspects: basic conditions, special conditions and classification conditions, as follows:

(I) basic conditions

1. Small and medium-sized enterprises that have been registered for industry and commerce in the People's Republic of China, have been operating continuously for more than 3 years, have independent legal personality, and meet the "Regulations on the Standards for Small and Medium-sized Enterprises" (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300), and belong to the provincial-level small and medium-sized enterprises The "specialized, special new" small and medium-sized enterprises or other small and medium-sized enterprises with strong innovation capabilities and outstanding market competitive advantages recognized by the department.

2. Adhere to the professional development strategy, focus on and deeply cultivate a certain link or a certain product in the industrial chain for a long time, and can provide key parts, components and supporting products for large enterprises and large projects, or directly face the market and have a competitive advantage Private brand products.

3. With continuous innovation ability and R & D investment, continuous innovation in R & D design, manufacturing, marketing, internal management and other aspects and achieved significant benefits, has a certain demonstration and promotion value.

4. Attach importance to and implement long-term development strategy, standardized corporate governance, good reputation, strong sense of social responsibility, leading production technology, technology and product quality and performance in China, pay attention to green development, strengthen the construction of talent team, have good brand influence, and have the potential to develop into an international well-known enterprise in related fields.

Enterprises that have one of the following circumstances shall not be recommend: those that provide false information during the application process; those that have had major safety, quality, and environmental pollution accidents in the past three years; those that have committed tax evasion or other violations of laws and regulations, and serious dishonesty.

(II) Specific Conditions

1. Economic benefits. The average growth rate of main business income or net profit in the past two years up to the end of last year has reached more than 5%, and the asset-liability ratio of the enterprise is not higher than 70%.

2. Degree of specialization. As of the end of last year, the company has been engaged in specific market segments for 3 years or more; the main business income accounts for more than 70% of the operating income; the leading product's market share in the province's top 3 market segments, and in the domestic industry segments Enjoy high visibility and influence.

3. Innovative capacity. The enterprise has 2 valid invention patents (including the exclusive right of layout design of integrated circuits, the same below) or 5 or more utility model patents, appearance design patents and software copyrights; self-built or jointly established R & D institutions with institutions of higher learning and scientific research institutions, set up technology research institutes, enterprise technology centers, enterprise engineering centers, academician expert workstations, postdoctoral workstations, etc. Enterprises in R & D and design, manufacturing, supply chain management and other links, at least 1 core business is supported by information system.

4. Business management. The company has its own brand; it has obtained relevant management system certification, or its products are produced in accordance with international, domestic and industry standards, or its products have passed product certification in developed countries and regions (International Standards Association industry certification).

(III) classification conditions

1. The operating income of the previous year was 0.1 billion yuan and above, and the proportion of R & D expenditure in the operating income in the past two years was not less than 3%.

2. Last year's operating income was 50 million yuan (inclusive) -0.1 billion yuan (exclusive), and the proportion of R & D expenditure in operating income in the past two years was not less than 6%.

3. The operating income of the previous year was less than 50 million yuan, and at the same time, the amount of new equity financing (paid-in) in the past 2 years was more than 80 million yuan (inclusive), and the R & D investment was more than 30 million yuan (inclusive), and the R & D personnel accounted for 50% of the total number of employees of the enterprise.% (inclusive), the innovation results belong to the key technologies of the sub-industry in the "2. key areas" of this notice, and have made, and have major breakthroughs.

Application materials for 3. specialized and special new enterprises

The application materials for specialized new enterprises are divided into two parts: online reporting and offline reporting, as follows:

(I) online reporting

Enterprises apply uniformly through the gradient cultivation platform for high-quality small and medium-sized enterprises (zjtx.miit.gov.cn) and upload them from March 15 to April 10, 2023 according to the application materials listed in this notice. The declaration materials include:

1. The fifth batch of applications for specialized and new "little giant" enterprises (Annex 1).

2. Business license of the enterprise.

3. Certificate of the number of people who paid social security at the end of last year

4. The financial statements of the enterprise for the last 2 years (including the audit report).

5. Proof of R & D expenditure of the enterprise in the past 2 years.

6. Proof of market share of leading products in the market segment in the past 2 years.

7. Valid invention patents, utility model patents, design patents and software copyright certificates owned by the enterprise.

8. Proof of research and development institutions established by the enterprise itself or jointly with institutions of higher learning and scientific research institutions.

9. Proof of the use of information system support for the core business of the enterprise.

10. Proof of the independent brand owned by the enterprise.

11. The relevant management system certification obtained by the enterprise, the implementation standards of product production, and the certification of products through developed countries and regions.

12. The amount of new equity financing (paid-in), R & D investment funds, the proportion of R & D personnel to the total number of employees of the enterprise, and the proof that the innovation achievements belong to the key technologies of the sub-sectors of the "2. key areas" of this notice (only applicable to enterprises under Article 3 of the classification conditions).

13. Other materials that can prove the degree of specialization, innovation ability and management level of the enterprise.

(II) offline submission

The enterprise will print the application materials filled in online, affix the official seal, and submit them to the provincial competent department of small and medium-sized enterprises in accordance with the time and place specified in this notice. The declaration materials include:

1. The application form of the fifth batch of specialized and special new "little giant" enterprises (Annex 1) has 1 original and 1 copy.

2. One copy of the business license of the enterprise, stamped with the official seal.

3. One photocopy of the certificate of the number of people who paid social security at the end of last year, stamped with the official seal.

4. One copy of the financial statements (including audit reports) of the enterprise in the past 2 years, stamped with the official seal.

5. One copy of the certificate of research and development expenditure of the enterprise in the past 2 years, stamped with the official seal.

6. One copy of the certificate of market share of the leading products of the enterprise in the market segment in the past 2 years, stamped with the official seal.

7. One copy of the valid invention patent, utility model patent, design patent and software copyright certificate owned by the enterprise, with the official seal.

8. One copy of the certificate of R & D institution established by the enterprise itself or jointly with institutions of higher learning and scientific research institutions, stamped with the official seal.

9. One copy of the certificate that the enterprise's core business is supported by the information system, stamped with the official seal.

10. One copy of the independent brand certificate owned by the enterprise, stamped with the official seal.

11. One copy of the relevant management system certification, product production implementation standards and product certification of developed countries and regions obtained by the enterprise, with the official seal.

12. In the past 2 years, the enterprise has added 1 copy of the certificate that the amount of equity financing (paid-in), R & D investment funds, the proportion of R & D personnel to the total number of employees of the enterprise, and the innovation achievements belong to the key technologies of the sub-sectors of the "2. key areas" of this notice, with the official seal affixed (only applicable to enterprises under Article 3 of the classification conditions).

13. One copy of other materials that can prove the degree of specialization, innovation ability and management level of the enterprise, stamped with the official seal.

The declaration process of 4. specialized and special new enterprises.

The application process for specialized new enterprises is divided into four stages: preliminary examination, review, publicity and filing, as follows:

(I) preliminary examination

The competent department of small and medium-sized enterprises at the provincial level organizes experts to conduct a preliminary examination of the declared enterprises, and the results of the preliminary examination are divided into three types: passing, correcting and not passing. Enterprises that pass enter the review stage, and enterprises that make corrections must correct relevant materials within the specified time, and enterprises that fail shall not declare again.

(II) review

The Ministry of Industry and Information Technology organizes experts to review the enterprises that have passed the preliminary examination, and the results of the review are divided into two types: pass and fail. Enterprises that pass enter the publicity stage, and enterprises that do not pass may not declare again.

(III) publicity

The Ministry of Industry and Information Technology will publicize the enterprises that have passed the review on the high-quality SME gradient cultivation platform (zjtx.miit.gov.cn) for a period of 10 working days. During the publicity period, any unit or individual may report the relevant situation of the publicity enterprise to the Ministry of Industry and Information Technology by telephone, letter, e-mail, etc.

(IV) filing

According to the publicity, the Ministry of industry and information technology will determine the list of the final selected "little giant" enterprises, which will be published on the gradient cultivation platform for high-quality small and medium-sized enterprises (zjtx.miit.gov.cn), and will be reported to the office of the leading group for small and medium-sized enterprises of the State Council for the record.

Management and service of 5. specialized and special new enterprises

The management and service of the specialized new "little giant" enterprise is divided into four aspects: evaluation, supervision, exit and support, as follows:

(I) evaluation

The Ministry of Industry and Information Technology organizes experts to conduct regular evaluations of the selected specialized and new "little giant" companies. The evaluation content includes the economic benefits, degree of specialization, innovation ability, and management level of the company. The evaluation results are divided into excellent and good., Qualified and unqualified. The evaluation results will be used as the basis for enterprises to enjoy relevant policy support.

(II) supervision

The provincial department in charge of small and medium-sized enterprises shall carry out daily supervision on the selected specialized and new "little giant" enterprises, including the operation status, policy implementation, integrity records, etc., and the supervision results are divided into three types: normal, abnormal and dishonest. The results of the supervision will be used as the basis for the exit of the enterprise.

(III) Exit

For specialized and new "little giant" enterprises whose evaluation results are unqualified or whose supervision results are abnormal or untrustworthy, the Ministry of Industry and Information Technology shall order them to make rectification within a time limit, and the rectification period is 6 months. For enterprises that still do not meet the requirements at the end of the rectification period, the Ministry of Industry and Information Technology will cancel their qualifications as specialized and new "little giant" enterprises and announce them on the high-quality small and medium-sized enterprise gradient cultivation platform (zjtx.miit.gov.cn).

(IV) support

For the selected specialized new "little giant" enterprises, the state will give them priority support and support, including:

1. In terms of financial services, priority should be given to the construction project of the national credit guarantee system for small and medium-sized enterprises, the national small and medium-sized enterprise development fund, the national employment expansion fund for small and medium-sized enterprises, and the national special fund for the development of small and medium-sized enterprises. Give priority to the various policies and measures supported by the national small and medium-sized enterprise development fund and the national small and medium-sized enterprise employment expansion fund, priority is given to the construction support of the national SME entrepreneurship and innovation base, the national SME public service demonstration platform, and the national SME international market development base.

2. In terms of tax incentives, in accordance with relevant national regulations, preferential policies such as income tax, value-added tax, and business tax will be given to selected specialized and new "little giant" enterprises.

3. In terms of market access, in accordance with relevant national regulations, priority support will be given to selected specialized and new "little giant" enterprises in government procurement, national defense technology industry, and major engineering projects, and promote their participation in the implementation of major national strategies and Major engineering project construction.

4. In terms of talent training, in accordance with relevant national regulations, support will be given to selected specialized and new "little giant" enterprises in terms of talent introduction, training, and incentives, and encourage them to establish and improve talent incentive mechanisms to improve talent training and use efficiency.

5. In terms of intellectual property protection, in accordance with relevant national regulations, support will be given to the selected specialized and new "little giant" enterprises in the application, protection, and application of intellectual property rights, strengthen intellectual property protection, combat infringement and counterfeiting, and safeguard enterprises Legal rights.

6. In terms of brand building, in accordance with relevant national regulations, support will be given to the selected specialized and new "Little Giant" companies in terms of brand certification, promotion, and display, and encourage them to build their own brands and enhance brand influence and market competitiveness.

7. In terms of international cooperation, in accordance with relevant national regulations, support will be given to selected specialized and new "little giant" enterprises in international market development, international technical cooperation, and international standard formulation, so as to promote their participation in international competition and cooperation, and increase International market share and international voice.

8.
