一、政策背景

专精特新企业是指在特定细分市场具有较强的创新能力和市场竞争力的中小企业，是国家优质中小企业梯度培育的重点对象。专精特新企业的培育和认定，是贯彻落实习近平总书记关于“培育一批‘专精特新’中小企业”、提升中小企业创新能力的重要指示精神，按照党的二十大报告决策部署，推动中小企业高质量发展的重要举措。

2018年，工业和信息化部印发了《优质中小企业梯度培育管理暂行办法》（以下简称《办法》），明确了专精特新企业的认定标准、申报程序、管理要求等内容，为专精特新企业的培育和认定提供了统一的规范和指引。《办法》将专精特新企业分为两个层次，即专精特新中小企业和专精特新“小巨人”企业，分别对应不同的认定标准和管理方式。专精特新中小企业是指在特定细分市场具有较强的创新能力和市场竞争力的中小企业，专精特新“小巨人”企业是指在特定细分市场具有较强的创新能力和市场竞争力，且已经形成一定的规模效应和品牌影响力的中小企业。

《办法》规定，专精特新企业的申报条件包括前提条件、基本条件和直通条件，其中直通条件是指企业满足一定的科技创新、研发投入或融资规模等指标，可以直接通过申报审核，无需进行评价指标计算得分。《办法》还规定，专精特新企业的申报和推荐采取线上填报与线下报送相结合的方式，由省级中小企业主管部门组织初核和推荐，由工业和信息化部组织专家进行审核和公示，最终确定专精特新企业名单。

2. declaration process

专精特新企业的申报流程一般分为以下几个步骤：

- 第一步，企业自主申报。符合申报条件的企业，通过优质中小企业梯度培育平台（zjtx.miit.gov.cn）进行线上申报，需完整填写《专精特新中小企业申请书》或《专精特新“小巨人”企业申请书》，并打包上传佐证材料。申报时间一般为每年的3月至4月。

- 第二步，省级初核推荐。省级中小企业主管部门负责组织专精特新企业的初核和推荐工作，择优组织符合条件的企业填写申请书，初审核实后提出推荐意见。省级中小企业主管部门还需将加盖公章的正式文件、申请书纸质件、推荐汇总表等材料，通过邮政特快专递（EMS）邮寄至工业和信息化部中小企业局。推荐时间一般为每年的5月。

- 第三步，工业和信息化部审核公示。工业和信息化部组织专家对各地上报的推荐材料进行评审并实地抽检，根据《办法》要求的标准开展审核，不设立名额上限。根据审核结果，对拟认定的专精特新企业名单进行公示，公示时间一般为每年的6月至7月。

- 第四步，工业和信息化部发布名单。工业和信息化部根据公示情况，正式发布专精特新企业名单，并向社会公布。发布时间一般为每年的8月至9月。

三、申报条件

专精特新企业的申报条件包括前提条件、基本条件和直通条件，具体如下：

（一）前提条件

前提条件是指专精特新企业申报的必备条件，不满足前提条件的企业不能申报专精特新企业。前提条件包括以下几个方面：

- 企业应在工商注册登记、具有独立法人资格，且连续经营三年以上。

- 企业应符合《中小企业划型标准规定》，即按照企业所属行业的从业人员和营业收入两个指标进行划分，满足其中一个指标即可。

- 企业未被列入经营异常名录或严重失信主体名单，提供的产品（服务）不属于国家禁止、限制或淘汰类，同时近三年未发生重大安全（含网络安全、数据安全）、质量、环境污染等事故以及偷漏税等违法违规行为。

（二）基本条件

基本条件是指专精特新企业申报的基础条件，满足基本条件的企业可以申报专精特新企业，但需要进行评价指标计算得分，达到一定的分值要求才能通过审核。基本条件包括以下几个方面：

- 企业从事特定细分市场时间达到2年以上，且具有较强的创新能力和市场竞争力。

- 企业上一年度营业收入总额在1000万元以上，或上一年度营业收入总额在1000万元以下，但近两年新增股权融资总额（合格机构投资者）达到500万元以上。

- 企业具有自主知识产权或核心技术，且近三年内获得国家或省级科技计划项目、科技奖励、科技成果转化等支持或认定，或近三年内获得国家或省级高新技术企业、科技型中小企业、创新型企业等认定。

- 企业具有较强的研发能力，且近三年内研发投入占营业收入总额的比例达到5%以上，或近三年内研发人员占从业人员的比例达到10%以上，或近三年内累计申请专利数达到5件以上。

- 企业具有较强的市场竞争力，且近三年内市场占有率、销售收入增长率、利润率等指标达到一定的水平，或近三年内获得国家或省级质量、品牌、服务等奖励或认定，或近三年内出口额占营业收入总额的比例达到10%以上。

（三）直通条件

直通条件是指专精特新企业申报的优势条件，满足直通条件的企业可以直接通过申报审核，无需进行评价指标计算得分。直通条件包括以下几个方面：

- 企业具有较强的科技创新能力，且近三年内获得国家科技进步奖、国家技术发明奖、国家自然科学奖等国家级科技奖励，或近三年内获得国家重大科技专项、国家重点研发计划、国家科技支撑计划等国家级科技计划项目支持，或近三年内获得国家重点实验室、国家工程技术研究中心、国家工程实验室等国家级科技创新平台认定。

- 企业具有较强的研发投入能力，且近三年内研发投入占营业收入总额的比例达到15%以上，或近三年内研发人员占从业人员的比例达到30%以上，或近三年内累计申请专利数达到50件以上。

- 企业具有较强的融资规模能力，且近三年内新增股权融资总额（合格机构投资者）达到5000万元以上，或近三年内新增债权融资总额（合格金融机构）达到1亿元以上，或近三年内上市交易或拟上市交易。

四、申报材料

专精特新企业的申报材料包括以下几类：

- 申请书。企业需根据自身情况，选择填写《专精特新中小企业申请书》或《专精特新“小巨人”企业申请书》，并加盖公章。

- 佐证材料。企业需根据申请书中的内容，提供相应的佐证材料，如营业执照、财务报表、税务证明、科技计划项目证明、科技奖励证明、科技成果转化证明、高新技术企业证书、科技型中小企业证书、创新型企业证书、自主知识产权证明、研发投入证明、研发人员证明、专利证明、市场占有率证明、销售收入增长率证明、利润率证明、质量奖励证明、品牌奖励证明、服务奖励证明、出口额证明、股权融资证明、债权融资证明、上市交易证明等。

- 推荐文件。省级中小企业主管部门需出具《专精特新企业推荐文件》，并加盖公章。

- 推荐汇总表。省级中小企业主管部门需填写《专精特新企业推荐汇总表》，并加盖公章。
